Freelancers from all over the world who work through the Internet have been irked by the U.S. law that makes it mandatory for the freelancer to submit a 1099 form duly signed. Only after submiting the 1099 form, freelancer can receive their earnings from the U.S.sources.

Forom 1099 is a sort of declaration that you are not a U.S. citizen and thus income tax deductions are exempted by the U.S. Government. You also declare when signing the 1099 form that you will declare the income in your own country and that you are responsible for your income tax.
